It sounds to me like you have a problem with the launcher download and install itself. If it's never launched, it's probably being blocked from downloading for some reason. Check your firewall settings, make sure you are allowing SimCity.exe to go through the firewall. Also double-check your antivirus software and make sure SimCity is listed as a trusted program. Make sure you continue running as Administrator and that you have a good Internet connection, and let it run for a good long while in case the servers are just really slow.
You can try looking at the install log to see if you can find where it's failing. C:\Program Files (x86)\Origin Games\SimCity\_Installer\InstallLog.txt If everything is fine in the install log, the patch log may have something C:\Program Files (x86)\Origin Games\SimCity\SimCityUserData\Patches\UpdateLog.txt
It also could be the Ryzen. The newest Radeon graphic drivers are not working correctly with SimCity, but they usually affect the graphics, not the launcher. The "fix" that seems to work is to install an older driver to use with SimCity. Try installing non-whql-win7-64bit-radeon-software-crimson-relive-17.6.2-june13
(I know that installing an older driver is not an optimal solution. It's just that SimCity is an older game and EA is no longer issuing updates to it, so it will not be something they will fix. You could try seeing if AMD will do something to support SimCity and issue a fix for their newest cards and drivers.)
If none of these work, you might have to say goodbye to SimCity. I have heard that SimCity Skylines is similar but it is still being supported.
