I thought I had a similar issue, and after trying to figure it out for a couple of hours I discovered that my TVs were stuck at 2000 crates in the trade depot, but only when I unchecked "allow local deliveries" did they start exporting globally. I don't know why this was the case for TVs since my 3 other resources were flowing to global just fine. My depots were on the other sides of my city but I timed a delivery truck on cheetah speed to arrive in 12 seconds.
