Unable to load city at this time. Please try again.

Tooting an old horn here… but oh well, here it goes. 4 and a half years later.
SimCity took away most of all my best cities with the Unable to Load City error. Cannot continue anymore with the game. Guess it was fun while it lasted, aside all the bugs and setbacks.

Have tried the following to recover these cities.

1. Closed origin app. (Made sure it was not running the windows 10 task manager.)
2. Windows Firewall and antivirus all disabled with restart. (Does not use Bitdefender)
3. Deleted all files except “Local Content” in C:\ProgramData\Origin
4. Deleted all files in C:\Users\USERNAME\AppData\Roaming\Origin
5. Deleted all files in C:\Users\USERNAME\AppData\Local\Origin
6. Deleted all files in C:\Program Files (x86)\Origin Games\SimCity\SimCityUserData\EcoGame
7. Ran Origin as Administrator - Ran SimCity as Admin

Also tried,

1. Loading city from different cities in region.
2. Loading city from region view.
3. Unlink fire, medical, police and utility services from neighborhood cities.
4. Abandoning cities and reclaiming them.
5. Completely installing the game on a new computer with fresh Win10 installation.

*Have NOT tried loading the cities with another user name.
Not in the mood to buy a second SimCity complete edition to test this hypothesis.

Strangely enough, if I abandon a city that does not load, I can see the city from another city in the region. It shows the low poly preview of it. But when I reclaim the city, there is nothing and the city is blank when seen in the region from another city..

• How did you end your session last time you were playing the city.
  Lost connection to internet. Origin lost connection first and shut down. SimCity was still running when the "Origin is not running error. SimCity must quit." After quitting and logging back into Origin and SimCity, the last city loaded could not load with the Unable to load City Error. I have not been able to load some of these cities in a few years. Fails every time.
