I not have the desktop menú icons because I am execute the game and origin from the "real".exe that are on programs and files on C: thats why i dont créate the shortcuts. And I actívate the run as admin from there with left click.

I still believe there is something blocking your access to the SimCity servers. You are executing the file, and it starts up, but the install isn't finishing (because you don't have the SimCityUserData folder). The first time you connect, the download can take a while.
Make sure you have enabled the ability to view hidden files and folders. Control Panel - Appearance and Personalization - File Explorer Options - View - Hidden Files and Folders - Check the button "Show hidden files, folders and drives" and un-check "Hide protected operating system files"
Go to C:\ProgramData\Origin\DownloadCache and delete all files in there. Do the clean boot again (you have to restart your PC after disabling the startup programs). Start from the SimCity desktop icon with the "Run As Administrator" and Windows 7 compatibility mode. Do not start Origin - let SimCity.exe start it, and make sure the icon is already set to run as Administrator, don't use the right-click menu to start it that way.
When it launches, let it sit for a while, up to an hour. If it still is just hanging there in the taskbar without any movement, unplug the Ethernet cable and see if you get any popup messages. Bring up task manager and do a screenshot for us so we can see the processes that are running.
