Re: Can´t create region?

I had the same issue as you did. I found out that my anti virus (Bitdefender Total Security 2018) was blocking simcity.exe from making changes to a protected file. After allowing it, I am able to create regions. I would check your anti virus to see if it is blocking the game from making said changes. Hope this helps.

Note: I was having this issue for single player. If this happens in multi player, I am not sure of the cause/solution to that I am afraid.
