The skyclops coaster crown is only available on the regular megatowers (not the elite ones). You have to build all 8 levels of the megatower, then the crown options will be available to build. Skyclops coaster crown should be in the list. On mine, it's in the middle of the list. You can see it in the crown options, although it will be disabled until the tower is completed.
