So, there is some problem that is preventing your factories from delivering the Omega, therefore the storage lots fill up and production stops. Most often, the problem is traffic in one way or another, but it can be other issues. Trucks can go wonky, like they do at trade depots, so sometimes demolishing the truck garages and rebuilding can help, but if the factories are just filling up again it's more likely the Omega is moving too slowly from the Omega factory to Industrial.
How Omega works is that the Omega is delivered to factories; the factories then will deliver Omega to Commercial. Drones are delivered to Residential from the drone assembly lines, and then the Residential becomes Omega-owned by shopping at Omega-owned Commercial.
So - there are a couple reasons that could cause your Omega to not make it to factories.
1. Workers are not getting to the Omega factory - traffic issue. Build your Omega factories right next to or scattered in your industrial area so they don't have very far to go. If either the Industrial or the Omega frequently closes because of no workers, the Omega isn't getting delivered.
2. Workers are not getting to the Omega factory - population issue. Check your stats - you want 0 unfulfilled freight orders. If you have unfulfilled freight orders, you have too few industrial buildings, or too many commercial buildings. Balance your Industrial and Commercial buildings so that you have enough Industry to supply the Omega to Commercial. Check your jobs stats. If you have more than half the number of available jobs unfilled in any wealth class, you have a population problem and need to build more residential.
2. Lots of sick Sims - very common with Omega factories. Check your germs maps and ground pollution. Build factories on the side furthest downwind so the pollution drifts off the map, not on your Sims. Max out a couple of hospitals and accept that you'll be doing well if you only use a few dozen Sims per day.
3. Not enough drone assembly lines - move that Omega out of the Commercial and create the Residential Omega households. Add drone factories and watch their traffic, too. Even tho they fly, they fly above the roads, and can get stuck in traffic just like the trucks.
Watch your traffic and the Omega flow for a while, and you should be able to narrow down where the issue lies.
