Yea I understand all that and i build according to all those suggestions they are on high density HWY across from the factories on the side of the map where the wind is blowing off this usally happens when i build my second omega co factory and I tried to destroy it and rebuild it but no luck even have over 1k low class unemployed 600 med class unemployed and 230 high class unemployed as well. It doesnt happen all the time and not sure if this with certain maps or cities
