"Cities of Tomorrow" is not a GAME. It's an add-on to the "Standard Edition". To get both game and expansion at once, you needed the "Complete Edition". Now, you have to either seek a credit back from a Game Adviser so you can buy the correct version, or bite the bullet, and buy a Standard Edition to match your expansion.
