it is bugs that spawn crimes do that I have been monitor these crime spawn from bug, and one crime can take down the entire population in the same building, please push EA to fix the bug spawn crimes and you will see it better. trust me I've been watch the crimes spawn in this game and I am sure those commercial cause by crimes, if you go to police data view, and monitor during playing when you see the crime attack that commercial building and latter that building fail to work properly....it is EA or Origin game data that let us download the bugs game,,i think they did that on purpose,, and they don't try to fix it..those bug keep spawning crime to destroy your city, one crime will destroy the entire sector in a mega tower with thousand of other sim. even your have good educated your sim and cover with strong police station the bug still spawn crime no matter what you try...
