I totally understand,   I wish there was something I could do, but even back in the day when the game first launched (and this happened a LOT), I don't think the devs could roll back very many of the cities. 

(thanks for the note on the SimCityRecovery - I have found that the game installs a shortcut on the menu, which is a link to a page that no longer exists. I think if you go to the actual SimCityRecovery.exe file in the folder C:\Program Files (x86)\Origin Games\SimCity\SimCityRecovery you can run it from there)
