Always run installation files "As Administrator".
Firewall and Antivirus - Make sure SimCity.exe and Origin.exe are added to exception lists. If you have BitDefender installed, disable it.
Graphics drivers and Windows OS are patched and updated to newest versions
SimCity.exe and Origin.exe - Set them to run "as administrator"
Nahimic 2 from MSI - this is an audio management program that comes with MSI motherboards. Disable or uninstall it. Nahimic 2 is known to cause this issue.
Update Origin - Completely exit Origin and re-enter. If it needs an update, it should automatically start on launch.
Disable Origin in-game In Origin main menu, right-click SimCity icon, Game Properties, check the box that says "Disable Origin In-game"
I would have guessed that you may be running out of space on the computer, but you say this happens with both a laptop and a PC? It would be quite a coincidence if both have the exact same problem at the exact same time, but you can double-check your C drives just in case. It might have something to do with the video settings. Does this happen on the laptop using the laptop screen instead of the tv?
Try running in windowed mode to see if the resolution settings somehow got reset. In Origin, right-click the SimCity icon, choose "Game Properties", click on the "Advanced Game Options" tab and enter "-w" in the box (without the quotation marks). Save and exit back to Origin, then start SimCity. In windowed mode, you should be able to go to options and choose the correct display and resolution settings (try the lowest settings first). Then exit, remove the "-w" from the Advanced Game Options, and launch again.
Definitely post back and let us know whether something worked. If it still won't run, reply back with any error messages you're getting and attach a dxdiag report.
