I see that you have already tried disabling SIP; I would ask that you try again following the steps in this post: https://answers.ea.com/t5/The-Sims-Mac/Origin-In-Game-and-the-macOS-Mojave-Update/m-p/7053780#M14299 just to be certain that isn't working. Disabling and re-enabling requires a restart of your Mac. Keep in mind that SIP is an important security feature on your Mac, and you should re-enable it after you're done playing.
If that doesn't work, try the Origin Reset Tool for Macs
Information on Origin's Great Game Policy and refund requests can be found here, but be aware this is not a game-specific issue. The Mojave update affects Origin, so all games will have the issue.
