Hi  - the freight in the depot is just a resource sink, it doesn't get delivered to Commercial, it's there mainly to get rid of extra freight (if you need to do that)

I usually delete freight warehouses immediately after I plop a trade depot or port. For me, they waste space and money, when I could use more storage for main resources. Industrial will default to filling a warehouse first instead of sending to Commercial, which can result in problems like your Commercial buildings saying they have no freight.
