Hi  - There is an issue that occurred for some users with Mojave 14.4 and later updates. Usually, the symptoms are that the click action is offset from the cursor onscreen, making it so that you have to place the cursor somewhere off the target in order to get it to click. That may be what you're experiencing.

 

Try forcing windowed mode through the command line:

In Origin, right-click the SimCity icon and choose "Game Properties" > click the "Advanced Launch Options" tab > type "-w" (without the quotation marks) in the "Command Line Arguments" box. Launch SimCity and go to the Settings menu (upper right three dots). Choose the correct resolution for your screen in the graphics settings. 

 

If the mouse becomes functional again, then check out This Post for other command line switches & workarounds. I suggest trying the last option, to run full screen mode but force the screen resolution to match your desktop display, unless you have a 4k or better monitor. In that case, I suggest playing around with resolutions that are a little lower. SimCity is a legacy game, anything above 1080p is probably going to throttle back anyway.
