Hi  - If you mean you want to purchase specific resources from another city in your region, the answer is "no". There is no direct purchase interface. But, the Seller can gift the resources to the Buyer, and then the Buyer can gift the simoleans back to the Seller, which basically ends up being the same thing.

There are a lot of variables and conditions for buying, selling and gifting resources - you each have to have a trade depot or port with the proper type of storage available, set to export or import as appropriate and make sure you're both connected and regional traffic flow is not stalled (so the trucks don't get stuck in the region). Initiating a gift from the regional view is fairly easy, just click on the receiving city and then the gift button.
