thanks for response. so what i should do to be able to use game feature "claiming abandoned city"?
today i created another city in multiplayer mode, then another guy joined, played a bit and then left. now region is blocked for me, or any user who uses complete edition. (i dont want to play sp because i bought CE for mp features)

seems that it makes sense to unlock time-limited addons to let players play without issues.
