Did you buy Simcity through Origin or another source? Please let me know exactly the title on your receipt or box.
If you haven't already, try setting SimCity.exe to run in windows 7 compatibility mode. You can find this in the same place where you set it to run "as Administrator".
Also remove any proxies from your Internet connection in Windows
- Click on Start, select Settings and navigate to Network & Internet > Proxy.
- Turn the option "Automatically detect settings" to ON.
- Turn the option "Use a proxy server" to OFF
There is a possibility that User Access Control is interfering with the install. If you're still experiencing the issue, you can turn it off. Don't worry, it only needs to be off for a short period of time, then you can re-enable. Click on the spoiler to see instructions:
Disable UAC:
- Press the Windows key and X.
- Click on Control Panel.
- In the search box, type uac, and then click Change User Account Control settings.
- To disable User Access Control:
- Move the slider to the Never notify position, and then click OK.
- If you're asked for an administrator password or confirmation, type your password or provide confirmation.
- You will need to restart your computer for UAC to be turned off.
- Once you've restarted, launch Origin & let the install try again
- If it successfully installs, launch the game & let it run for a few minutes, then exit the game & Origin
- Search for uac again and hit Enter.
- To re-enable User Account Control:
- Move the slider to choose when you want to be notified, and then click OK.
- If you're prompted for an administrator password or confirmation, type your password or provide confirmation
