I made a backup of the region before I had started back into it the first time in offline mode. I thought I would try the backup on a different computer with SimCity, one that I had kept as a "vanilla" install since the beginning. It worked right away. I went back to the other computer and recalling I had one mod installed over a year ago and removed it, the Global Market 0.3 mod and it worked there too. Back to a vanilla install on both machines now. So glad I didn't lose this region. That said, I've used the Global Market 0.3 mod to create new offline regions and haven't had any trouble before. Apparently it doesn't work with regions that transfer across.
