Simcity error 100 the game cannot find data files necessary to run

So this game is now three years old and i just bought the disc. ive read other forum but i dont speak computer. i have unistalled and reinstalled many times and the error comes up everytime. can somebody break tis down for me. and why 3 years later im having the same problem as others before makes no sense to me
