Neither of those things are anything I can help with. I can give you some bad news, though. Maxis lost their Mojo seriously, and including this one, released three expensive games in terms of labor invested, that all were financial losers, all one after the other. EA shut them down, so no more patches, and no more Simcity games. A Game Adviser can probably help you recover a few game saves, but you won't find out until you ask them:
