Have you tried temporarily switch the trade depot/port to importing/exporting crude oil then switch back after a delivery drop? Sometimes it's just a server stuck.
Also check if the delivery truck lot in your trade depot/port is working properly (turned on), maybe you'd accidentally closed it.
