Well, I went back to the DXDiag report, ran a couple things through Google translate, and found that in addition to a SimCity.exe error, you've also had GeForce Experience and Windows Store errors. The Windows Store error listed a .dll file as an issue. So maybe you have a corrupted system file somewhere? Just to be sure we haven't corrupted Windows itself somewhere, try running a system file checker to find and fix any system file corruption.

 

Windows key + X; choose Command Prompt (Admin) or Windows Power Shell (Admin), whichever is there. Type "sfc /scannow" without the quotation marks and see if it finds anything.

 

Another, more radical solution would be to Reset Windows and keep your files, which will do a reinstall of Windows 10. You'll then have to update Windows, reinstall drivers, and reinstall all your programs. Since this is a new computer, it might not be a huge hassle for you, it's up to you. This article goes through all of the options available for refreshing and resetting Windows; be aware if you upgraded from Win 7 or Win 8 and you do a reset, you won't be able to revert back to the previous version.
