Antivirus: Check

Drivers: Check

Admin privileges: Check

I don't have nahimic 2 from MSI.

Running in compatibility mode: Check

Disabling/Using proxy: Check

I have a monitor of resolution 1024 x 768, should not cause problems.

No mods: check

Clean boot: already performed a long time ago.

Problem is with update files: After I copied update files to the required folder and tried to launch the game, origin asked me again for login credentials (although I had checked the box 'remember me' first time I logged into it) and then it said 'you need to enter your product ID to play the game (although I'd already entered it first time I set it up) and now, guess what? I lost the product ID. I bought the hard copy of the game from a local game store and after installing, while it was being updated, I was throwing away trash and I  threw it away with trash thinking that I won't be need it again...

OK - so "Yay" for getting it to work. "Oh No!" on the product key.

 

If you already entered the ID, there is still hope. It is possible that this 2nd time you logged in using a different user id. Try any other email addresses you have - once you enter that product ID, it should have registered to your account and your game should be there. 

 

If you still can't find it, an Origin game advisor might be able to help. 

 

Go to https://help.ea.com/  (Make sure to log in)

In English, the choices are:  

Click Origin > PC > Codes and Promotions > Lost Code

At the bottom, click the blue button and choose your contact option.

(SOLVED) SimCity - Invalid license. Reason code = Invalid Cipher (0x0006)

As the last post regarding this issue was from 3 years ago, I figured I'd give an updated and working solution in case someone else is having this problem. I have been struggling with this for the last 2 years or so. Every time I would launch the game, it would pull up a little grey window that said: Invalid license. Reason code=Invalid Cipher(0x0006) and close is the only option.

 

The only fix from what I could find is to use the SimCityRecovery.exe file. But when you launch that it takes you to a Help.EA.com page that says: Sorry, that page doesn't exist! According to others, it used to provide a tool that would help. Eventually, the support for SimCity was cancelled and the page just said that the tool is no longer supported and the recommended fix is to uninstall and reinstall the game. I have done this many many times, around 15. Each time it would only give me the same problem: Invalid license. Reason code=Invalid Cipher(0x0006)

 

I finally broke and contacted tech support about it. It took a lot of explaining (and about 3 hours) but I eventually got a solution that worked.

 

1. SimCity has to be installed currently

2. Get the free version of Revo Uninstaller (link below).

3. Run it and let it load all your programs.

4. Select SimCity and hit uninstall.

5. It will uninstall it like normal but then it gives you an option to search further for more files. Use the Advanced option. It may take a few minutes as it's searching your entire hard drive for anything SimCity related.

6. Select every file that says SimCity. Just the files that say SimCity NOT the branch of folders and subfolders.

7. The next page is any folders that are associated, delete those as well.

8. Reinstall the game.

 

After all that it finally worked for me. Make sure you have an internet connection when you launch it for the first time as the launcher will need to update for a few minutes.

 

I played the game multiple times now without a problem. Due to the lack of support for the game, this will probably be the only fix for most things. Regular uninstall and reinstall or using Revo uninstaller. But at least for now, there is a working solution.

Thanks for posting this,  - it could be very helpful for others experiencing the same problem. I'm sorry it took so much trouble for you to finally get it solved.

 

Just a note on the SimCityRecovery.exe file - from what I've seen in helping others, the shortcut on the menu does take you to web page that is no longer there. However, the actual file does exist and can be a useful step to use. (It is possible it's not there if the program has never launched successfully. I'm not sure.) The default location is \Program Files (x86)\Origin Games\SimCity\SimCityRecovery\SimCityRecovery.exe. Always run "As Administrator".

 

Again - thank for your detailed and thorough post on how to solve this issue. It can be a great help to new users who are struggling with this issue. Happy Building!

Nope.
One year after posting this thread, several tickets and one yéar later, I still have no success in finding a solution.
Since I'm not the only one having this issue, I'm sure it's an issue in the source code of SC2013. My wife recently upgraded her PC and installed W10 and now experiences the same issue as we do.
Meh .. 

If EA would just acknowledge the issue, it would be okay. But they keep saying their game is flawless. Well, according to an ex-employee of Maxis Studios there are MANY issues not resolved because EA didn't deem it necessary.

Municipal Airport

I am unable to add expansions to the Municipal Airport. 

 

I have placed the airport in a wide-open area and can lay more runway but cannot add a Cargo Terminal, Passenger Terminal or the airport sign.

 

The blue droplets do not appear where I would expect them to.

 

I have even built a 2nd airport to see whether the first is connected to an incorrect road type, but the second airport doesn't allow me to expand either.

I designed the road networks as previously described and was pleasantly surprised to find that I was correct. The residents used the "resident" roads and the tourists used the Highway.

 

A small adjustment had to be made as I underestimated how many job opportunities the casinos would provide the residents and the one connection from "resident" roads to the Highway was insufficient.

 

You may find this to not be the case with Stadiums.

Unfortunately still struggling with this one.

 

I have found that reducing Commercial Tax to 7% stops the Commercial buildings from becoming abandoned but now I find the occasional Medium Wealth Residential Building abandoned due to "no parks or shops".

 

I have an abundance of parks and according to Population Data - 2 Medium Wealth produce are not being sold so I do not know why some residents keep leaving my town. I have also adopted your City planning method so the parks and shops are a short walk away!

Hi !

I believe to use cheat codes you have to be in sandbox mode. Then it's "alt + w" to add 100,000 simoleans, or "ctrl + alt + w" to add 5,000 simoleans to your hourly income. Make sure you hold all three down at the same time.

Hi  - Are you still having this problem? When this happens, it usually means that either something is blocking SimCity from opening, or the program didn't fully install. Did you try the suggested solution to copy the update files to SimCity folder?

 

Go to Program Files (x86)\Origin Games\SimCity\SimCityUserData\Patches\UpdatedApp Select all files (Ctrl-A) and copy (Ctrl-C). Go to \Program Files (x86)\Origin Games\SimCity and paste (Ctrl-V). Choose to overwrite any files that already exist.  Always run installation files "As Administrator".

 

Here are a few things to try/check (don't panic, it looks like a lot, but it's just a lot of little checks):

 

  1. Firewall and Antivirus - Make sure SimCity.exe and Origin.exe are added to exception lists. If you have BitDefender installed, disable it.
  2. Graphics drivers and Windows OS are patched and updated to newest versions
  3. SimCity.exe and Origin.exe - Set them to run "as administrator"
  4. Nahimic 2 from MSI - this is an audio management program that comes with MSI motherboards. Disable or uninstall it. Nahimic 2 is known to cause this issue.
  5. Disable Origin in-game In Origin main menu, right-click SimCity icon, Game Properties, check the box that says "Disable Origin In-game"
  6. Run in Windows 7 or 8 compatibility mode - right-click SimCity shortcut; choose Properties > Compatibility tab > Check the box to run in Win 7 or 8 compatibility mode
  7. Disable Proxy if you're using one. If you're not, try using one.
  8. Monitor Settings - SimCity does not work with dual monitors, so set it to use one only. Also, no higher than 1080p resolution (no 4k)
  9. No Mods - if you have any installed, uninstall them


If none of these work, try a Clean Boot and attempt to launch SimCity. If it launches, you'll have some detective work to do. Enable one startup program at a time, reboot, try SimCity, until you find the program that is blocking it. Once you find the offending program, disable or uninstall it. You should be able to launch SimCity successfully without doing the clean boot after disabling the offending program.

Definitely post back and let us know whether something worked. If it still won't run, reply back with any error messages you're getting and attach a dxdiag report. How to Dxdiag

Hi !

 

I'm sorry you're experiencing this issue. In the original thread in this post,  stated that he didn't want any solutions that had already been posted, so there wasn't a lot to offer.

 

I can tell you that I ran SimCity on Windows Vista Professional edition for many years. I bought a new gaming PC last year with Win 10, and I run it successfully on that as well. SimCity is an older program that no longer has an active development team, so when issues arise, users like you and me are the best source for troubleshooting.

 

I've been lucky, I guess, that I've never personally seen this memory allocation error. There are a few "basics" that might help. If you uninstall/reinstall, always run installation files "As Administrator". Do a quick double-check on these tips:

  1. Firewall and Antivirus - Make sure SimCity.exe and Origin.exe are added to exception lists. If you have BitDefender installed, disable it.
  2. Graphics drivers and Windows OS are patched and updated to newest versions

Hi  - Origin will default to your region's main language. If you want to download SimCity in English instead, try changing the language in Origin settings - Origin menu > Application Settings > Language Drop-down menu, choose English. Click "Restart Now" to restart the Origin client.

 

If you purchased a specific language version by mistake, you may have to contact EA so they can help you. Click https://help.ea.com/en/contact-us/?product=origin Choose Origin and your platform, then follow the directions. Good luck, and happy building!

Hiya ! So sorry it took some time for me to get back to you on this. The holidays are very hectic for me, so not a lot of gameplay time lately Standard smile

 

I seem to remember also having an issue when I was first figuring out the airport. I think this is probably just an issue of trying to place things in the wrong spot. I made a test area and was able to fully upgrade the municipal airport. Couple things - you can build on any type of road, so no worries there. The sign goes on the building, not the on the road, so look for the blue dots there. The cargo and passenger terminals will only attach to the main building, and only on the right (if you're looking at the front). Try adding the building extensions before you add any more runways. Maybe you blocked the spots with a runway?

 You've been running your city (cities?) for quite a while now, and it sounds to me like you've probably hit the time/population where the game programming starts to get annoyingly buggy. In the beginning, the city planning and transportation methods you've adopted prevent the problems - it's part of the game to decipher where to tweak the population, transportation and zoning. Somewhere around 10 sim-years in, I've found that "stuff" starts happening. This includes the "no parks or shops", "no shoppers" and "uneducated population". Bottom line is something happens in the programming and the darn buildings & sims get stuck. The only real solution is to demolish the building and let it rebuild; that resets the sims.

 

I have a feeling that the original developers intended that you keep expanding / growing / moving stuff around, and they didn't account for people leaving neighborhoods alone once they were working. Quite an oversight if that's what they originally thought, but maybe since it was supposed to be a multiplayer, always online game, they were expecting a lot of interaction. This is purely conjecture on my part, so no clue if it has any merit, but it sure does throw a wrench in the true city-building simulation experience for people like us. 

 

What I can tell you for sure is the only way to truly fix the problem is to demolish the buildings and let them rebuild. I always end up with a problem of students becoming uneducated, or leaving the city to never return. That's the price I pay for insisting on running most cities with low wealth / medium density buildings. The game really hates it when I don't upgrade roads or expand buildings lol.

It's a bit ridiculous saying that I didn't want any solution. I wanted to solute the issue, but those that have been given, do .. not .. work !!!
All 9 options you've just posted, do not solve the issue for me. Nor does it solve the issues my wife experiences, after she has just upgraded her PC and started getting the very same issues I have experienced over the past XX time.

Do not say things that aren't true, you might unleash the beast in some people !

I'll write them out for you, regarding my PC:
1] Done that. I run both ESET Internet Security and Malwarebytes Anti-Malware. Added SC2013 in both software as an exception/exclusion.

2] Everything is always up to date on my computers. I use Driver Booster (version 6 at this moment) which scans my PC daily for updateable drivers. Same goes for all my other machines.

3] All my games are set to run as admin by default. Added that line by default in the Microsoft Application Manager. Mainly because I use Teamspeak and Discord and this might cause issues when games are not running as administrator.

4] MSI --> I've got nothing from MSI in my PC's. Therefore this has no relation to the issue here.

5] Origin In-Game is off by default. Mainly because it caused issues when playing Battlefield 4.

6] Running Windows 10 and it's set in compatibility mode with Windows 7.
Windows 8 has the same base/source as Windows 10, thus it's not wise to run the game in compatibility mode with Windows 8.

7] You should not advice people to run a proxy if they have no idea what it is. This has absolutely nóthing to do with solving the issue.

8] I do run multiple monitors. But SimCity is always running in Windowed Mode, therefore this should not be a problem at all. However, I will not (if that is the final solution) disconnect a monitor if that would solve the issue. I mainly run SimCity 2013 in the background while working.
It's a bit strange though that this would be the issue here. Dual monitor setups. SimCity 4 runs without a charm though.

9] True that. However, someone that uses mods in the first place, should know it wouldn't work (most of 'm) in online mode.

One of my cities is in endless "rolling back" phase

Ive a full region, but unfortunatelly one of my cities is in endless "rolling back" phase more than 1 week ago. Unfortunately there is no "ROLLBACK" or "ABBANDON" button to click.

Does anybody any ideo how to fix this issue? I would be happy even with a city resetting, but I do not want a dead city in my region!

 

Im on east Europe server 2, Re-Rain Land is the region name and Cedargates is the city.

If using Windows 10, likely an exception needs to be configured.  

 

Settings > Updates / Security > Windows Security > Virus & threat protection > Controlled folder access > Manage Controlled folder access, add an exception.

 

Controlled folder access protects files, folders, and *memory* areas on device from unauthorized changes by unfriendly applications.

 

Allow an app through Controlled folder access:

<file path>\SimCity.exe

 

Should work now.  This could apply to other older software too.

Otherwise, use Windows compatibility to add Admin and Windows 7 permissions also, but the security setting is the prime issue.
