There are three SC 2013 products for sale. The "Complete Simcity" edition includes City of Tomorrow and other added content as well. It is most expensive.
"Simcity" is the base game, priced a lot less than the first one. Those two include a playable product. The least expensive product is not playable. It is an expansion that adds the futuristic features to the base game.
It is useless by itself.
